Navigating Education Law

Federal education programs exist in a complex regulatory environment that can be challenging to navigate. How do school leaders effectively implement these programs while maintaining focus on what truly matters - student achievement? This question sits at the heart of our illuminating conversation with Erika Clark, Federal Programs Director at Jacksonville City Schools in Alabama.

00:00:06.549 --> 00:00:09.974
Welcome to Spotlight for Success by American Book Company.
00:00:09.974 --> 00:00:15.692
We are here at the Alabama Federal Programs Conference in Montgomery, alabama.
00:00:15.692 --> 00:00:20.672
We are here with our special guest today, erica Clark.
00:00:20.672 --> 00:00:26.551
She is the Federal Programs Director at Jacksonville City Schools in Alabama.
00:00:26.551 --> 00:00:28.324
Thank you for joining us today, erica.
00:00:28.324 --> 00:00:29.125
You're welcome.
00:00:29.125 --> 00:00:29.946
It's good to be here.
00:00:29.946 --> 00:00:35.868
Wow, erica, can you tell us a bit about what brings you here to the Federal Programs Conference?
00:00:36.249 --> 00:00:36.450
Yes.
00:00:36.450 --> 00:00:42.087
Well, this conference is annual and a requirement for Federal Program Directors.
00:00:42.087 --> 00:00:55.110
It provides us with information, especially in the spring as we wrap up the year and as we're looking at our programs to evaluate them, to see what was effective this year.
00:00:55.110 --> 00:00:57.587
Did we see student improvement?
00:00:57.587 --> 00:00:58.549
Did we see gains?
00:00:58.549 --> 00:01:01.168
Are these things that we want to continue?
00:01:01.168 --> 00:01:07.712
So this is just a very good time of the year to come and focus on the end of the year.
00:01:08.253 --> 00:01:13.914
Oh, that's wonderful, and can you tell us a bit about the steps that brought you here, into this role?
00:01:15.182 --> 00:01:27.400
Well, I've been in education for a long time over two decades and I've had lots of jobs within education, starting out as a classroom teacher.
00:01:27.400 --> 00:01:33.171
So that's my love English language arts, always taught secondary ed.
00:01:33.171 --> 00:01:38.388
From there I moved into administration as an assistant principal at a high school.
00:01:38.388 --> 00:01:44.665
Then I had a tenure as an elementary school principal.
00:01:44.665 --> 00:01:47.019
So from elementary school principal, so from elementary school principal.
00:01:47.480 --> 00:01:49.587
Thank you for watching Spotlight for Success.
00:01:49.587 --> 00:01:54.620
I am Devin Pintosi, chief Operating Officer of American Book Company.

00:02:23.465 --> 00:02:26.627

00:02:26.627 --> 00:02:35.649
You can get free samples of our materials either in print or in electronic formats at abck12.com.
00:02:35.649 --> 00:02:37.346
We look forward to hearing from you.
00:02:39.162 --> 00:02:46.841
I transitioned to the district level and became federal programs director and some other hats because we're a small district.
00:02:47.100 --> 00:02:49.044
Oh, I imagine that can happen.
00:02:49.044 --> 00:02:51.889
It does happen.
00:02:51.889 --> 00:02:58.790
Is there anything you would like to take away from this conference or anything you'd like to share with the federal programs community?
00:02:59.620 --> 00:03:50.456
Well, the takeaways for me and we've had various breakout sessions the takeaways for me have been to ensure that we, as federal program directors, convey to the principals in our district what is allowable and what isn't allowable, but not just say yes or absolutely not say, just say no, lead them to the law, to what the statutes say, so that everybody has a clear understanding, because you know federal programs, very specific guidelines and the the overarching thing is it has to equate to student achievement, student improvement, and there are lots of creative things that you can do, but there are things that you cannot do.
00:03:50.456 --> 00:04:05.947
So the takeaway for me is to better communicate that with the principals in my district and show them specifically where it's written, because you know, just like all of us, we don't want to be told no, but if we're told no, we want to be told why.
00:04:06.427 --> 00:04:07.431
That is so good.
00:04:07.431 --> 00:04:10.649
It's the letter of the law, reflecting the spirit of the law.
00:04:11.009 --> 00:04:11.551
Absolutely.
00:04:11.759 --> 00:04:13.025
In this case, academic achievements.
00:04:13.025 --> 00:04:14.128
That's wonderful.
00:04:14.128 --> 00:04:17.898
Well, Erica Clark, it's been a pleasure speaking with you today.
00:04:17.937 --> 00:04:18.139
Thank you.
00:04:18.199 --> 00:04:21.370
Federal Programs Director, again in Jacksonville City Schools.
00:04:21.370 --> 00:04:22.464
Thank you for joining us.
00:04:22.720 --> 00:04:23.300
You're welcome.
00:04:23.300 --> 00:04:24.201
Thank you for having me.
00:00:06.549 --> 00:00:09.974
00:00:09.974 --> 00:00:15.692
00:00:15.692 --> 00:00:20.672
00:00:20.672 --> 00:00:26.551
00:00:26.551 --> 00:00:28.324
00:00:28.324 --> 00:00:29.125
00:00:29.125 --> 00:00:29.946
00:00:29.946 --> 00:00:35.868
00:00:36.249 --> 00:00:36.450
00:00:36.450 --> 00:00:42.087
00:00:42.087 --> 00:00:55.110
00:00:55.110 --> 00:00:57.587
00:00:57.587 --> 00:00:58.549
00:00:58.549 --> 00:01:01.168
00:01:01.168 --> 00:01:07.712
00:01:08.253 --> 00:01:13.914
00:01:15.182 --> 00:01:27.400
00:01:27.400 --> 00:01:33.171
00:01:33.171 --> 00:01:38.388
00:01:38.388 --> 00:01:44.665
00:01:44.665 --> 00:01:47.019
00:01:47.480 --> 00:01:49.587
00:01:49.587 --> 00:01:54.620
00:01:54.620 --> 00:01:58.932
00:01:58.932 --> 00:02:02.890
00:02:02.890 --> 00:02:04.882
00:02:04.882 --> 00:02:15.006
00:02:15.006 --> 00:02:23.465
00:02:23.465 --> 00:02:26.627
00:02:26.627 --> 00:02:35.649
00:02:35.649 --> 00:02:37.346
00:02:39.162 --> 00:02:46.841
00:02:47.100 --> 00:02:49.044
00:02:49.044 --> 00:02:51.889
00:02:51.889 --> 00:02:58.790
00:02:59.620 --> 00:03:50.456
00:03:50.456 --> 00:04:05.947
00:04:06.427 --> 00:04:07.431
00:04:07.431 --> 00:04:10.649
00:04:11.009 --> 00:04:11.551
00:04:11.759 --> 00:04:13.025
00:04:13.025 --> 00:04:14.128
00:04:14.128 --> 00:04:17.898
